I have heard negative things about Orchard & First Premier. I recommend using "AspireCard".

I know that First Premier Bank offers secured cards, but the fees are just as high. Is there any reason you are looking for secured? You may just want to apply for a "build your credit" type card. You will still come out with just about the same result in the end. You may also want to check with local banks. Many of them offer secured cards.
