When I apply for a credit card, are my presonal details (e.g. address, employer etc) automatically shared with debt collectors etc?

I realize credit cards are the devil, and I’m trying to pay all of them off. However, I was late by 1 or 2 days since the company didn’t credit my payments until they felt like it. As a result, I am now at the default rate of 30.37% APR. I can’t afford to make a payment of 140 and have 145 go to interest each month. I talked to my banker or try to get some help & he told me to transfer the balance to another card. Discover is not currently offering any balance transfers, unless you apply for a new card. So, I recently filled out 2 online credit card application, one with US Bank & one on Discover.com. Both clearly state that I will receive a decision within 60 seconds, but I am still waiting. I filled out the US Bank application 4 days ago. I filled out the Discover application last night, since I hadn’t heard from US Bank. Discover also has a button to check the status of an application, but apparently it takes 24 hours or more before you can do that. Why do they state they will give you an instant decision, yet they don’t? I want to know if anybody has ever actually gotten an instant decision on a credit card.

alright, here’s the facts… im a 19 year old male with a stable job that brings in $300+/wk. im not independent, so i have almost $0 bills… i filled out an app. for capitol one to try and get my credit started but it was denied since i do not have a savings or checking account… if i go open one now then fill out another app., will this throw up a red flag to them and think im lying or do i need to have one open for so long? it didnt ask for an account number or anything to verify that i had one, just a simple yes or no

The form asks for my average bank account balance, as well as the name of the bank and the account number. I assume that is so they can verify the information.
I have both a checking and savings account (but there is only space for one account name/number). The balance of the savings account is much higher. Should I add them both up and write that amount, or just write the amount in the checking account?
The average of just one of the accounts? Or the average of both combined? That’s what I’m not sure about.
